BNP Paribas Real Estate isi intareste prezenta in Europa Centrala si de Est BNP Paribas Real Estate l-a numit pe Philippe Mer ca Head of Territories pentru Europa Centrala si de Est (Romania, Polonia, Ungaria si Rep. Ceha) si in functia de CEO in Polonia.

Totodata, isi pastreaza pozitia de Presedinte al Consiliului de Administratie in Romania.

Philippe Mer s-a alaturat BNP Paribas Real Estate in martie 2008, a fost director in cadrul diviziei internationale, avand ca atributii supervizarea derularii activitatii in Europa Centrala si de Est, atat pentru propriile reprezentante, cat si pentru birourile din cadrul retelei de aliante.

Apoi, Philippe Mer a preluat responsabilitatea dezvoltarii companiilor din Romania, Polonia, Ungaria si Rep. Ceha. De remarcat, printre realizarile sale in aceste tari, este integrarea personalului de la PBW Property Management in urma achizitiei de la sfarsitul anului 2010.

In noua functie, Philippe Mer va diversifica directiile de dezvoltare ale BNP Paribas Real Estate in regiune si va superviza activitatea a aproximativ 100 de oameni din patru tari.

Atributiile sale cuprind: dezvoltarea diviziei de Property Management, care are in prezent o suprafata de 350.000mp in gestiune si dezvoltarea aceluiasi segment in Romania, in paralel cu dezvoltarea diviziilor de tranzactii si evaluari in Polonia.


Philippe Mer isi va desfasura activitatea in special din Polonia si va raporta lui Bernard Blanco, Director International al BNP Paribas Real Estate.

Philippe Mer ocupa noua pozitie de la inceputul lunii noiembrie 2011..

Bonjour Pierre,Pour re9pondre e0 ta question je pense qu'il faut rievner aux sources, c'est e0 dire au fameux arreat du 5 avril 2011 (affaire C-119/09), re9pondant e0 une question pre9judicielle : la Cour de justice des communaute9s europe9ennes a de9cide9 que l’interdiction totale du de9marchage, impose9e aux titulaires de professions libe9rales ou apparente9es, e9tait contraire e0 l’article 24 de la directive 2006/123/CE du Parlement europe9en et du Conseil, du 12 de9cembre 2006, relative aux services dans le marche9 inte9rieur, qui vise notamment e0 favoriser le de9veloppement d’un marche9 des services concurrentiel dans l’Union europe9enne.Cet arreat condamne l’interdiction totale du de9marchage, meame fonde9e sur une raison impe9rieuse d’inte9reat ge9ne9ral et proportionne9e . Par contre, les Etats membres restent libres de pre9voir des interdictions relatives au contenu ou aux modalite9s des communications commerciales s’agissant des professions re9glemente9es, pour autant que les re8gles pre9vues soient justifie9es et proportionne9es aux fins d’assurer notamment l’inde9pendance, la dignite9 et l’inte9grite9 de la profession ainsi que le secret professionnel ne9cessaire lors de l’exercice de celle-ci . Le professionnel comptable exere7ant en cabinet doit eatre honneate et loyal et ne doit pas :•faire des affirmations exage9re9es sur les services offerts, les qualifications de9tenues, et l’expe9rience acquise ;•de9nigrer les travaux d'un tiers ou se livrer e0 des comparaisons non fonde9esEn conclusion sur ce point je pense que finalement l'interdiction du de9marchage du code de de9ontologie telle qu'e9nonce9e e0 l'article 12 I devrait eatre revue pour pre9ciser qu'une action de de9marchage ne peut s'effectuer que dans le respect des re8gles de confraternite9, qui plus est cela pourra permettre de de9marcher des clients qui n'ont pas recours e0 des professionnels.Je vais t'e9voquer bien volontiers une anecdote re9cente : un de mes clients (en tant que commissaire aux comptes) a e9te9 visite9 il y a quelques jours, ce client ayant par ailleurs un expert-comptable, aucune offre de services directe n'a e9te9 faite e0 notre client, mais le confre8re, expert-comptable, commissaire aux comptes, connu mondialement (peut-eatre devines tu le nom de ce pre9curseur) a clairement fait savoir e0 notre client (lequel travaille beaucoup avec les US) qu'il avait la possibilite9 de re9pondre e0 ses attentes pour toute mission aux Etats Unis, en matie8re comptable, fiscale ou juridique sans pour autant de9nigrer les capacite9s tant de l'expert-comptable en place que du commissaire aux comptes : Apre8s tout pourquoi pas s'il s'agit d'agrandir le champ d'intervention de l'ensemble de notre corps professionnel Ta question va bien au dele0 puisque tu sembles sugge9rer que les experts-comptables devraient se doter d'outils concurrentiels via les technologies de l'information et de la communication. Je pense que c'est de9je0 fait, quand on regarde les moteurs de recherche sur les pages web on trouve plus de 5 000 000 de re9ponses ! Via le web la question qui se pose n'est pas vraiment celle des sites vitrines, ou des pages web de pre9sentation des services des cabinets, qui sont des actions de communication clairement autorise9es, mais plutf4t celle de l'utilisation des outils push , c'est e0 dire de la re9ception par un non client d'une offre de services en aveugle par un expert-comptable : outre qu'une telle manoeuvre est susceptible de nuire e0 la situation des confre8res, et donc contraire e0 la de9ontologie, cela me paraeet en pratique difficilement conciliable avec les obligations des professionnels en matie8re d'identification du client pre9alablement e0 l'acceptation de la mission par l'expert-comptable, obligations fixe9es par le code mone9taire et financier.Par contre tous les autres services et outils du web sont parfaitement utilisables et e0 diffuser, qu'il s'agisse des bases documentaires, qu'il s'agisse de la diffusion de savoirs faire afin de faire savoir, qu'il s'agisse d'outils inter-actifs entre le client et son expert-comptable, et de tous les outils SAAS et autres. Ce qui compte c'est que les professionnels fassent connaeetre leurs compe9tences afin de valoriser leur cabinet, et par le0 le corps professionnel tout entier.Amitie9s
